Safety is, was and always will be top priority in the Comply Services organization. Not only through policy statements, handbooks and systems, but also due to the continuous safety awareness of all our employees and approved contractors with respect to every aspect of their daily work.
COMPLY SERVICES is committed to maintaining the highest health and safety standards for employees, customers, and contractors.
COMPLY SERVICES aims to conduct its business in a way that presents no risk of injury or ill health to its employees, suppliers,contractors, visitors or customers; and with no damage to plant, equipment’s, materials or any other property.
EMERGENCY RESPONSE:
The project emergency preparedness and response plans (ERPs) and accompanying safety arrangement plans shall address the need for emergency response by identifying potential emergency situations and describing the actions needed to address them.
The ERP shall describe the action(s) that personnel should take in the event of an emergency situation and to provide direction on how and when to appropriately activate notification and emergency procedures. These actions, when followed, will minimize personnel exposure to potentially dangerous situations, minimize property damage and support business continuity. The provisions of the ERP are immediately in effect whenever there is an emergency notification alarm. The plan shall describe scenarios for potential emergencies, including:
• Medical emergencies;
• Fire;
• Evacuation
The ability of the project workforce and visitors to promptly take appropriate actions in the event of an emergency is essential to their well-being. The ERP will outline resources, capabilities and methods that will be employed to affect safe and timely emergency response related to fires, medical and other emergency scenarios. Site emergency teams shall be selected, trained, and resourced to provide response during emergencies. Training shall be provided for all employees, with additional training provided for the response team. Drills shall be conducted periodically during the course of the project to test the plans effectiveness. Emergency response equipment shall be identified and mobilized to ensure adequate emergency coverage is available. Emergency response personnel shall receive and maintain appropriate training for their role and perform practice drills as scheduled.
The responses to emergencies will vary with the type of emergency, activities in progress, and site status. All emergency response actions will be thoroughly coordinated with project and local agencies. Listed below are some of the key subjects of the emergency response process:
• All employees will receive education regarding emergency response and evacuation requirements during orientation;
• Emergency phone numbers shall be posted throughout the job site and in all project offices;
• A site wide radio or mobile phone announcement or a distinct sounding alarm shall be used in case of an emergency situation or evacuation;
• All employees shall be required to stop work, listen for the alarm announcement, shut down equipment in their work area and proceed to the assembly point when the radio announcement or alarm is sounded. Each employee shall contact their foreman so a head count can be conducted swiftly;
• THE CONTRACTOR timekeeper shall be responsible for publishing a daily work force report that will be used to verify reporting head counts and total work force; and
• If an employee has not been accounted for, the foreman of that crew shall notify the HSE and the craft superintendent at the assembly area immediately so that appropriate responses can be enacted.
The ERP and its associated procedures apply to personnel and visitors at all project jobsites and offices.
TRAINING & COMPETENCY:
Knowledge and motivation are essential to the development of safe work habits. Comply Services is committed to providing the safe work environment necessary to enable workers to perform work efficiently and safely.
The HSE Manager will establish a training plan describing the HSE specific training and education requirements relevant for personnel on the project. The plan will include a training matrix identifying the required minimum training by position to support the implementation of the project HSE program and procedures.
EMPLOYEE HAZARD COMMUNICATION:
All project employees will be included in the project hazard communication program that will be approved and monitored by the HSE Department. The Project and subcontractors shall have chemicals approved and evaluated before use; training shall be conducted with those employees who are working directly with or exposed to these chemicals.
As hazardous chemicals are procured and brought to the job sites the procurement representative and each subcontractor involved shall provide the HSE department with the relative Material Safety Data Sheet and proof that potentially exposed workers have been trained appropriately in their safe use. The HSE Department will act as a reference point for worker requests for information and will provide professional support. A chemical inventory list shall be developed for the project and will be updated on a monthly basis by the area HSE Lead.
Chemicals brought to site without MSDS sheets, shall be isolated until this data acquired.
QHSE MANAGEMENT SYSTEM:
COMPLY SERVICES has established, implemented, maintained and continually improve the QHSE management system, including all the processes needed interaction accordance with the requirement of this international standard in order to achieve the intended outcomes, including enhancing environmental performance. The organization has determined the all processes needed for the QHSE management system and their application throughout the organization, and has:
• Defined the inputs required and the outputs expected from these processes.
• Defined the sequence and interaction of these processes.
• Defined and apply the criteria and methods (including monitoring, measurements and related performance indicators) needed to ensure the effective operation and control of these processes.
• Defined the resources needed for these processes and ensure their availability.
• Assigned the responsibilities and authorities for these processes.
• Addressed the risk and opportunities.
• Evaluated these processes and implemented any changes needed to ensure that these processes achieve their intended results;
• Improved the processes and the QHSE management system.
FATIGUE MANAGEMENT:
Fatigue is a state of mental and/or physical exhaustion, which reduces a person’s ability to perform work safely and effectively.
It can occur because of prolonged mental or physical activity, sleep loss and/or disruption of the internal body clock. Fatigue can be caused by factors, which may be work related, non-work related or a combination of both and can accumulate over time.
Fatigue can adversely affect safety at the workplace. Fatigue reduces alertness, which may lead to errors and an increase in incidents and injuries.
The risks associated with fatigue can be managed by following a systematic process, which involves:
• Identifying the factors, which may cause fatigue in the workplace.
• If necessary, assessing the risks of injury from fatigue.
• Controlling risks by implementing the most effective control measures reasonably practicable in the circumstances, and
• Reviewing control measures to ensure they are working as planned.
Fatigue is often caused by a number of inter-related factors, which can be cumulative. The major factors contributing to and increasing the risk of fatigue involve:
• Work schedules (shift work, night work, and hours of work, breaks that limit the time workers can physically and mentally recover from work)
• Job demands (concentrating for extended periods, performing repetitious or monotonous work and performing work requiring continued physical effort)
• Sleep – length of sleep time, quality of sleep and time since sleep
• Environmental conditions (heat, cold, vibration or noisy workplaces)
• Non-work-related factors (lifestyle, family responsibilities, health (e.g. insomnia, sleep apnoea, some medication)
Comply Services will incorporate a combination of control measures into general workplace systems to minimize the fatigue risk.
MEDICAL FITNESS:
Fitness to work and periodic medical examinations are available to employees. This physical examination and investigations represent a significant investment in employees’ health and are considered a win-win benefit. The program helps identify and detect early signs of illness.
OCCUPATIONAL HEALTH MANAGEMENT:
The project shall institute a health and well-being program. The program provides information on the general health matters and issues in addition to the direct project-related HSE program. Provision shall be made in the program for identifying and assessing health risk, provision of appropriate controls and a screening program to detect affected personnel at the work place. The objectives of the program are to protect the health of individuals working in hazardous environments on project sites.
